You can force the game to attempt an offline launch directly from a desktop shortcut. Right-click your Far Cry 3 shortcut and select Properties field, add a space after the last quotation mark and type "C:\Games\Far Cry 3\bin\farcry3.exe" -offline far cry 3 bypass uplay link
If you own Far Cry 3 on Steam and launch it, you used to see Uplay installer pop up. Now, for most users, the game launches directly.
