The Language Pack changes only. It does not translate text inside your drawing (notes, dimensions, MText). For that, you need translation software.
Some system variables persist. Fix: Type LANGUAGE in the AutoCAD command line. Enter the code for your new language (e.g., FR for French, DE for German). Restart.
